Croatia is the only market I cover where the state itself publishes a list of casinos it has ordered blocked. That list is public, numbered and dated. I ran all thirty six casinos on this site against it.
Fourteen of them are on it. The fourteen in the table below are not. That is the entire selection rule for this page, and I have not seen another comparison list apply it.
One thing matters more than any welcome offer here. Article 68 of the Croatian Games of Chance Act does not only bind operators, it also forbids taking part in foreign games when the stake is paid inside Croatia. Read that section before you decide anything.
The Fourteen, Ranked by Score
Every score averages four things, each marked from one to ten. How the casino handles the Croatian language, what its own terms say about Croatia, the payout ceiling it commits to in writing, and its license. A half point rounds up.
I opened every one of these sites this week. Where a casino hides its terms behind a script I could not run, I say so in the row rather than guess.
| Casino | Score | What a Croatian account gets | What I could verify about Croatia |
|---|---|---|---|
| BetLabel | 8 / 10 | A complete Croatian site, down to the terms of service, with a sportsbook on the same balance | Not on the Ministry list. It is the only one here that publishes its own rules in Croatian, and its terms set out no list of excluded countries |
| BassBet | 7 / 10 | A Croatian interface that prices the welcome package in euros, across seventeen languages | Not on the Ministry list. The site speaks Croatian but the contract behind it stays in English |
| Spinanga | 7 / 10 | Croatian throughout, with the language named HRVATSKI in its own switcher | Not on the Ministry list. Five hundred euros a day is the ceiling it commits to |
| BillyBets | 7 / 10 | Croatian interface, nineteen languages, and jackpot games kept in their own section | Not on the Ministry list. Five hundred euros a day, with no weekly figure stated |
| MrPacho | 7 / 10 | Croatian interface across eighteen languages, with crypto balances beside the euro | Not on the Ministry list. Five hundred a day and five hundred per transaction, the tightest pair on this page |
| SafeCasino | 6 / 10 | Four thousand euros a day, the highest written ceiling in this table | Not on the Ministry list, and I read the terms end to end. Croatia is not named once, in any clause |
| WinRolla | 6 / 10 | A full Croatian interface that our own database had not recorded until this week | Not on the Ministry list. No license is stated anywhere on the site, which is an answer of its own |
| BetiBet | 6 / 10 | Euro and dollar balances, a sportsbook, and no Croatian anywhere | Not on the Ministry list, and Croatia is absent from its restricted countries. It appears once instead: NetEnt games are not permitted in Croatia at all |
| VeloBet | 6 / 10 | Fifteen thousand euros a month and seven thousand five hundred a week | Not on the Ministry list. Its restricted list runs to Aruba, Bonaire, Curacao, Lithuania, the Netherlands, Georgia, Saba, St Maarten and the United States, and Croatia is not on it |
| Playfina | 5 / 10 | Two thousand euros a day, five thousand a week, twenty thousand a month | Not on the Ministry list. Ask it for Croatian and it puts you straight back into English |
| StoneVegas | 5 / 10 | Five hundred euros a day and a library kept deliberately small | Not on the Ministry list. The Croatian path redirects to the English one |
| Winnerz | 5 / 10 | An Estonian Tax and Customs Board license alongside the Anjouan one, which is rare here | Not on the Ministry list. The Croatian path returns a 404 and the switcher offers English only |
| GreatWin | 5 / 10 | Fifteen languages, five hundred euros a day and seven thousand a month | Not on the Ministry list. Croatian is not one of the fifteen, and the path redirects to English |
| FEZbet | 4 / 10 | Crypto balances beside euros and dollars, with nine interface languages | Not on the Ministry list. The Croatian path redirects to English |
Not one of these fourteen holds a Croatian license, because none of them can. The law requires a company seated in Croatia, and that is the clause that decides everything else on this page.
What a Croatian License Actually Requires
The Croatian Games of Chance Act opens with a sentence that settles the market. Article 3 paragraph 1 says that organizing games of chance in Croatia is the right of the Republic of Croatia. Article 9 paragraph 1 then hands the right to run all of them to one state company, Hrvatska Lutrija d.o.o.
Private operators exist only because the Act carves out room for them. Article 23 paragraph 1 says a casino, betting or slot operator has to be a company seated in Croatia, granted by a Government decision and approved by the Ministry of Finance. That single requirement is why no international brand on this page can be licensed here.
The money behind it is not small either. Article 37 paragraph 1 sets registered share capital at a minimum of 530,891.23 euros. Article 37 paragraph 3 adds a bank guarantee of 398,168.43 euros for online casino play. Article 38 paragraph 2 then charges 600,000 euros a year for the online casino approval, and Article 51 paragraph 2 charges 400,000 euros a year for online betting.
You can watch this working in real time. In October 2025 the Government granted betting rights to six companies for fifteen years: Favorit Sportska Kladionica, Germania Sport, Hattrick-PSK, Super Sport, Sretna Kombinacija and Superbet. Two of those six were new to the market. That is the size of the licensed field.
The List That Decides What Loads
Croatia does not argue with offshore casinos. It switches them off. The legal hook is not even in the gambling law, it sits in Article 44 paragraph 3 of the General Tax Act, which lets the Tax Administration order a stop to an online activity that avoids the requirements of a special regulation.
Articles 18 to 21 of the Rulebook on the implementation of that Act set out the procedure, in force since May 2019. The Tax Administration then publishes the web addresses it has ordered stopped. The entries run to number 610, and the order dates stretch from 27 May 2019 to 15 February 2024.
Access is to be restricted within fifteen days of the order date shown against each entry. The owner of the address then has thirty days, counted from the fifteenth day, to contact the Tax Administration. Article 44 paragraph 6 of the General Tax Act is where that right of reply comes from.
Fourteen casinos reviewed on this site are already on that list. National Casino, HellSpin and Bizzo were added on the same day, 19 September 2023. CasinoChan went on in April 2020, Cadoola in December 2019, Buran in June 2020, Zet in November 2019, Wazamba and Nomini in February 2021, Tsars in April 2021, Rolletto in January 2024, 20bet the day after it, Cosmobet in February 2024, and 1Bet as far back as June 2019.
Since 1 January 2025 the blocking reaches your money as well. Finance Minister Marko Primorac described the measure plainly, saying the transaction will be blocked so that a player cannot pay into games run illegally. At least one Croatian bank has told customers it no longer approves its card transactions for unlicensed operators.
The Article That Reaches the Player
Most countries I write about regulate the operator and leave the player alone. Croatia is not one of them, and I would rather say that here than bury it.
Article 68 of the Games of Chance Act forbids four things. Foreign operators may not offer the games listed in Article 5 inside Croatia. Nobody may take part in foreign games of chance when the stake is paid within Croatia. Nobody may collect stakes in Croatia for games run abroad. And selling, holding, transferring, publishing or advertising foreign games is forbidden, with that last ban extended to service providers and publishers.
The second of those is the one that concerns a reader of this page. It is written as a prohibition on participation, not only on the business. I am not a lawyer and nothing here is legal advice, so if this matters to you, ask a Croatian one before you deposit.
The advertising rules tighten the same screw. Article 67.b bans bonus and free spin promotions except on the sites of licensed operators, and bans gambling advertising in print outright. Article 67.c paragraph 1 bans it on all publicly visible surfaces. The minimum age is eighteen throughout.
How I Check Whether a Casino Takes Croatian Players
Three checks, in this order. First I look up the brand in the Tax Administration list of blocked addresses. Then I open the casino and request the Croatian version of the site. Then I read the terms for the restricted countries clause.
The language request is more revealing than it sounds. Six of the fourteen serve a complete Croatian interface. The rest answer the same way: Playfina, StoneVegas, GreatWin and FEZbet all redirect the Croatian path back to English, and Winnerz returns a 404 and offers English alone in its switcher.
Lamabet is not in the table and this is why. Its clause 5.1.2 lists Croatia among the Restricted Territories, next to Austria, Germany, Italy, Spain and the United Kingdom. A Croatian player should not open an account there at all.
BetiBet is the opposite case and worth understanding. Croatia appears exactly once in its terms, and not as a country restriction. NetEnt games carry an absolute restriction in Croatia, alongside Belgium, Bulgaria, Colombia, the Czech Republic, Denmark, Estonia, France, Italy, Latvia, Lithuania, Mexico, Portugal, Romania, Spain, Sweden, Switzerland, the United Kingdom and the United States. The account opens, the Starburst machine does not.
Four mirrors would not load for me this week, so Asino, DragonSlots, SlotsGem and RoyalGame are missing from the table. They are not on the blocked list either. I simply could not read their terms, and I will not write a row from memory.
Searching in Croatian?
A good share of the people who reach this page do not type in English. They search for online casino hrvatska, for najbolji hrvatski online casino, or for hrvatski online casino, and they land here anyway. This section is for them, in English, because the whole site is in English.
What those searches are really asking is narrower than it looks. The common ones are about payment routes and single games: najbolja paypal kasina hrvatska, najbolja skrill kasina hrvatska, najbolje stranice rulet hrvatskoj. Nobody is asking which casino is best in the abstract.
So here is the short answer in the same terms. Six of the fourteen above run a full Croatian interface, and BetLabel is the only one that also publishes its uvjeti korištenja in Croatian. That matters more than a translated button, because the rules are the part you need to understand.
One word of caution on vocabulary. A Croatian site that calls itself a kasino is not automatically licensed for igre na sreću in Croatia, and the fourteen here are not. The language of the interface tells you about the marketing department, not about the license.
The license question is settled for all fourteen, so what separates them is everything that happens after you deposit.

FAQ About Online Casinos in Croatia
Is online gambling legal in Croatia?
Only for a short licensed list. Article 3 paragraph 1 says organizing games of chance is the right of the Republic, and Article 9 paragraph 1 gives that right to Hrvatska Lutrija. Everyone else needs a Government decision and a company seated in Croatia. None of the fourteen on this page has one.
What does Article 68 actually forbid?
Four things. A foreign operator offering the games listed in Article 5 inside Croatia. Taking part in foreign games when the stake is paid within Croatia. Collecting stakes in Croatia for games run abroad. And selling, publishing or advertising foreign games, a ban that also reaches service providers and publishers. This is not legal advice.
Which of these casinos has Croatia ordered blocked?
Fourteen of the thirty six I review. National Casino, HellSpin and Bizzo were added on 19 September 2023, CasinoChan in April 2020, Cadoola in December 2019, Zet in November 2019, Buran in June 2020, Wazamba and Nomini in February 2021, Tsars in April 2021, Rolletto and 20bet in January 2024, Cosmobet in February 2024, and 1Bet in 2019.
Can my bank block a payment to an online casino?
Yes, and since 1 January 2025 it is meant to. Finance Minister Marko Primorac said the transaction will be blocked so a player cannot pay into games run illegally. At least one Croatian bank has written to customers that it no longer approves its card transactions for unlicensed operators.
How many companies are licensed to take bets in Croatia?
Six, under the Government decision of October 2025, each for fifteen years. They are Favorit Sportska Kladionica, Germania Sport, Hattrick-PSK, Super Sport, Sretna Kombinacija and Superbet. Two of them were new entrants that year.
Does a Curacao or Anjouan license count for anything in Croatia?
No. Article 23 paragraph 1 requires a company seated in Croatia, granted by a Government decision and approved by the Ministry of Finance. A license issued anywhere else gives an operator no standing in Croatia, whatever the footer of the site says.
Can I play NetEnt slots from Croatia?
Not at every casino here. BetiBet names Croatia once in its whole contract, and it is to say that NetEnt games carry an absolute restriction there, alongside Belgium, Denmark, France, Italy, Spain and a dozen others. The account opens normally, the NetEnt lobby does not.
Why do some casinos send me back to English when I ask for Croatian?
Because they never built a Croatian version. Playfina, StoneVegas, GreatWin and FEZbet all redirect the Croatian path to the English one, and Winnerz answers with a 404 and offers English alone. It is a quick way to see how seriously a brand treats the market.
Is the kuna still used at any of these casinos?
It should not be. Croatia replaced the kuna with the euro on 1 January 2023, and the Croatian pages I opened this week all quote euros. Our own database still carries a kuna tag against three casinos, which is a leftover I am clearing rather than a live option.
What happens if a casino on this page gets added to the block list?
Access is to be restricted within fifteen days of the order date recorded against the entry. The owner of the address then has thirty days, counted from the fifteenth day, to contact the Tax Administration. In practice the brand usually reappears on a new address instead.
Who Wrote This

I came to this from finance, which is probably why I read a casino the way I read a contract. The marketing sits on the homepage, and the clause that decides whether you get paid sits twelve pages down.
I am responsible for everything published here. Every score carries my name, whether or not I wrote the review it appears in. If you find a figure that no longer holds, write to me.
18+. Gambling can be addictive. Every score on this page comes from a full review on this site, built from the operator’s own terms and from public license registers, and each review carries the date it was last checked. Bonus terms change, so read the current version inside your account before you deposit. If gambling has stopped being entertainment, free and confidential help is available in Slovenia through NIJZ.
