Two Companies, Two Contracts, One Website

Four fields, four matches, and the domain you play on is named in the license. That is the second complete check I have been able to make on this site. The expiry date is the problem. A two year license issued in October 2024 runs out on 17 October 2026, and I am publishing this on 14 October 2026.
Licenses get renewed, and renewal is routine. I cannot verify a renewal that has not happened yet, and neither can you, so the sensible reading is simply this: check the register yourself before you deposit, and check it again if you leave a balance there.

This is a real European regulator, with a real register, a real registry code and a permit running to 2043. Four of the brands on it are the same four that sit on the Belize license. So the structure is not a contradiction, it is a split: an Estonian company serving Estonia and an offshore company serving everyone else, sharing the same brands and the same website.
The Same Contract, Written Twice
Winnerz publishes both sets of terms, which is to its credit, and reading them side by side is the single most useful thing I did for this review. The Estonian contract is the softer one on every point where they differ.

There is nothing improper about running two contracts. Estonian law demands things that an Anjouan license does not, and the Estonian version reads like a document written to satisfy a regulator who will actually read it. The point for a Slovenian player is just that you get the other one.
One oddity worth noting. The Anjouan terms contradict themselves inside a single section: clause 27.1.1 gives you thirty days to dispute a settled bet, and clause 27.2.1, five lines later, says complaints about bets or winnings are accepted within 72 hours. If it ever matters, assume the shorter one.
What a Withdrawal Costs Here
This section is why the payouts score is a three, and all of it is in section 8 of the Anjouan terms rather than in any database.
A euro on every deposit. Clause 8.1 adds a fixed €1 commission to every deposit. Their own example: ask to deposit €20 and €21 leaves your account while €20 arrives in the casino. Adding the fee on top is more honest than taking it out of the deposit, which is what the sister casino on this site does, but it is still a five percent charge on a minimum deposit.
Five times your deposit before you can withdraw anything. Clause 8.11.1 sets a minimum turnover of five times the deposited amount across all game types, and clause 8.11.2 makes deposits stack rather than replace each other. The terms do the arithmetic themselves: deposit €500, then add €20 before clearing it, and you owe €2,600 in bets. None of this involves a bonus. It applies to your own money.
And a fifth of your money if you ask for it early. This is the clause that sets Winnerz apart, and not in a good way. If you request a withdrawal without having met the five times turnover, Winnerz reserves the right to charge 20 percent of the requested withdrawal, deducted immediately on approval. A separate clause, 8.12, reserves the same 20 percent for players who make more than two small withdrawals in a day while holding a large balance.
Elsewhere on this site I have seen a 20 percent withdrawal fee reserved in general terms. Here it is tied to a specific, easily triggered condition, which makes it considerably more likely to be applied.

The limits are worth a correction. The casino databases list Winnerz at €500 a day, €1,500 a week and €3,000 a month. The terms say €500, €2,500 and €10,000, and add that these are the figures for a brand new account and rise with your loyalty tier. The real ceilings are better than the listings claim.

Three days is the shortest clearing window I have recorded anywhere on this site. The nearest comparison gives ten. Most give thirty.
What makes three days close to unusable is the maximum bet. The welcome package page sets it at €2 on both bonuses. The general bonus terms, clause 4.2, say the maximum bet with an active first and second deposit bonus is €5. Those are two of the casino’s own pages giving two different numbers for the same rule, and at €2 a spin, three days is not enough time to turn over a €500 bonus under any realistic wagering multiple.
Which brings me to the multiple itself. It is not published. Clause 4.6 says wagering requirements will be displayed before you decide to use a bonus, which means you see it at the moment you claim and not before you register. I cannot tell you what it is, and neither can anybody who has not signed up.

One line on that page deserves a flag. It promises dobitki brez davka, winnings free of tax. Clause 8.14.1 of the same casino’s terms says the opposite in plain English: you are responsible for reporting your winnings and losses to your own tax authorities. The One Thing Winnerz Does Better Than Anyone Here

A second, genuinely European license sits behind the same brand with a permit running to 2043. Both contracts are published and neither is hidden from search. That is a lot of daylight for an offshore casino.
What pulls it down is what that contract says once you read it. A euro on every deposit, five times turnover on your own money before you can take any of it out, a fifth of the payout if you ask early, and a welcome bonus with a three day clock and an invisible multiple. Add a license that expires the week this review goes out and you have a casino I can describe precisely and still not recommend warmly.
