Germany has the strictest online casino rules in Europe and a public list of the operators allowed to follow them. Not one casino I review is on that list. Fifteen of them will open an account for a German player anyway, and this page is about what that actually costs you.
The trade is easy to state. A permitted site caps your stake at one euro a spin and counts your deposits against a shared monthly limit of a thousand euros. The casinos below do neither, which is exactly why people look for them, and which is also why nothing stands behind the account if a payout stalls.
Every score comes from a full review on this site, built from the operator’s own terms and from public license registers, and each review carries the date it was last checked. No casino has paid to appear here or to move up the table.
The Fifteen, Ranked by Score
The cards above are the same fifteen casinos. The third column is what a German account actually gets, and the fourth is the clause that decides whether you can open one at all.
| Casino | Score | What a German account gets | What the terms say about Germany |
|---|---|---|---|
| BetLabel | 8 / 10 | More than 10,000 titles, a sportsbook on the same balance, and no stake cap of any kind | Its terms name no excluded countries at all, so nothing written there keeps a German player out. The only payout figure it commits to is five business days |
| CasinoChan | 7 / 10 | Around 107 studios and over 2,000 slots, and NetEnt titles do open on a German account | Germany is absent from a restricted list that names Belgium, Croatia, Greece, Poland, Romania, Serbia, Spain and the United Kingdom |
| Asino | 7 / 10 | Ten coins in and out, no fees on any method, and crypto inside an hour after the pending window | The restricted list runs to well over a hundred countries and Germany is not one of them |
| Playfina | 7 / 10 | Crypto inside an hour, weekend cashouts, and a ceiling of 2,000 a day | Clause 2.4 lists the restricted countries and Germany is absent. Clause 3.3 blocks NetEnt in nineteen markets, and Germany is not among them |
| National | 7 / 10 | Forty six currencies and 31 payment routes in, against 13 on the way out | Germany is not restricted, and Mastercard is named as a supported payout route for Germany |
| BassBet | 6 / 10 | The largest lobby I have counted at 12,124 games, in seventeen interface languages | I read the excluded list on 16 October 2026. It names 25 countries, Denmark and Sweden among them. Germany is not one |
| BetiBet | 6 / 10 | Close to a hundred studios, crypto listed as instant, no fees in either direction | Germany is absent from a restricted list that does include Greece, Latvia, Lithuania, Malta, the Netherlands, Poland and Romania |
| Bizzo | 6 / 10 | Ten euros to open the account, with Bitcoin and Tether accepted | Germany is not on the restricted list. The minimum withdrawal by bank transfer is 500 euros, fifty times what it took to get in |
| DragonSlots | 6 / 10 | Mastercard payouts are supported for Germany, which is rarer than it sounds | Germany is not restricted, and the same clause family takes NetEnt jackpots away from a handful of other markets, not this one |
| Spinanga | 6 / 10 | A separate crypto welcome of 200 percent up to 3,000 USDT alongside the cash offer | The excluded list carries 25 countries and Germany is not among them. The contract still promises only three business days, weekdays only |
| StoneVegas | 6 / 10 | A euro account with the usual card and e-wallet routes | I read the excluded list on 15 October 2026. France and Portugal are on it, Germany is not |
| BillyBets | 5 / 10 | A full language menu, a sportsbook, and a gamified VIP layer on top | Germany is absent from an excluded list of 35 countries. Clause 6.15 still allows 96 business hours to process a withdrawal |
| SafeCasino | 5 / 10 | Ten euros is the stated minimum deposit, and Mastercard is supported for Germany | Germany is not restricted, but a bank transfer withdrawal needs 500 euros and bonus winnings cap at 10,000 |
| Wazamba | 4 / 10 | A gamified site with a full language menu and a sportsbook attached | Germany is not on the excluded list of 25 countries I read on 15 October 2026 |
| Fezbet | 4 / 10 | Twenty currencies plus bitcoin, litecoin and ethereum, with sports on the same account | Germany is absent from an excluded list of 26 countries, so registration is open |
Not one of these holds a German permit, and all fifteen will take you anyway. That is the trade this page is about: no one euro stake cap and no shared deposit limit, and no German regulator behind the account either.
What a German License Actually Requires
The 2021 Interstate Treaty put the whole country under one set of rules and gave the joint regulator in Halle the job of enforcing them. A permitted operator appears on the whitelist published under section 9 paragraph 8, last updated on 2 October 2026, and has to name its permit and the issuing authority on its own front page. Those two checks take a minute and settle the question.
Inside the permit the limits are hard. The stake on a virtual slot machine game may not pass one euro a spin by default, with three euros available from age 21 and five euros after 90 days of play the operator judges unproblematic, and no player is entitled to either. Deposits are capped at a thousand euros a calendar month across every permitted operator at once, not per site. Raising that ceiling needs documents proving your economic capacity, because a self declaration is explicitly not enough.
Those rules run until the end of 2027 in their staged form. They are the most restrictive regime in the region, and they are also the only one in this market with a regulator you can write to.
What You Give Up Outside the System
An offshore account removes the cap and the limit file, which is the whole attraction. It removes three other things at the same time. There is no national self exclusion register behind it, so a block you set in the German system does not follow you here. There is no shared deposit file, so nothing counts your spending across sites. And there is no German authority to escalate to, which leaves the casino’s own complaints procedure and then whichever licensing body sits in its footer.
That is the honest version of the choice, and it is why the license column on each review matters more here than the welcome offer. Eleven of the 36 casinos I review have a license number I could actually find in a public register. The rest publish a logo.
How I Check Whether a Casino Takes German Players
I open the terms and read the excluded jurisdictions clause, not the marketing page. It sits in the second or third section, under a heading about regulatory requirements, and it names the countries whose residents may not open an account. Germany is absent from every list in the table above, which is itself the finding: the German market is attractive enough that nobody writes it out.
The lists are not copies of each other. BassBet and Spinanga name 25 countries, Fezbet 26, BillyBets 35, StoneVegas adds France and Portugal, and Asino publishes one that runs past a hundred. Lamabet is the exception that proves the point: Germany is on its restricted territories list alongside Austria, Croatia, Italy and Spain, so it has no row here at all.
Searching From the Netherlands?
Two of the largest searches that reach this page are not German at all. People type online casino duitsland and duitse goksite, and they arrive here because the Dutch market closed its door and Germany looks like the way around it.
It is not. I read the excluded country lists at the casinos in the table above, and the Netherlands is named in thirteen of them: CasinoChan, Asino, Playfina, National, BassBet, BetiBet, Bizzo, SafeCasino, Spinanga, StoneVegas, BillyBets, Wazamba and Fezbet. Not discouraged, not tolerated quietly. Named, in the same clause that lists Malta, Romania and the United Kingdom.
That matters at the worst possible moment. An account opened against an excluded jurisdictions clause is an account the operator may close, and a withdrawal it may refuse, and both of those things happen when you try to take money out rather than when you deposit. The clause sits in the second or third section of the terms, under a heading about regulatory requirements, and reading it takes about a minute.
So the honest answer to duitse goksite is that the German route does not solve a Dutch problem. The casinos a German player can use are mostly the ones a Dutch player is written out of, which is the opposite of what the search assumes. BetLabel is the only name in the table with no country list at all, and DragonSlots is the one list I have not yet been able to read.
Searching in Romanian?
A smaller group arrives here typing cazinouri online germania, cazinou online germania or simply cazino germania. They are looking for German casinos in Romanian, which usually means a Romanian living in Germany rather than one living in Romania.
If that is you, the language you search in changes nothing about the rules. The one euro limit on a slot spin, the thousand euro monthly ceiling shared across every licensed site, and the whitelist that decides which operators may advertise all follow the account, not the keyboard.
What does change is the excluded countries clause, and here Romania is a problem rather than a footnote. I read those clauses for the table above, and Romania is named in CasinoChan’s list beside Belgium, Croatia, Greece, Poland, Serbia, Spain and the United Kingdom. BetiBet names it too, alongside Latvia, Lithuania, Malta and the Netherlands.
My own records flag several more of the fifteen as closed to Romania, and I have not re-read every one of those contracts this month. Treat a Romanian address or document as something to test at registration, not after a win.
One more thing is worth saying plainly, because it separates Romania from the Netherlands. Romania runs a real licensed market of its own. The regulator publishes a public register of first class licence holders, and it currently lists fifty companies across eighty eight Romanian domains, including netbet.ro, winmasters.ro, unibet.ro, betfair.ro and vladcazino.ro.
So a player sitting in Romania has a licensed option at home and no reason to be on this page. A Romanian working in Munich does not, and for that reader everything above applies.
Who Owns the Casinos in This Table
A table of fifteen casinos reads like fifteen companies. It is not. Ten of these brands sit inside four businesses, and no German source will tell you so.
Playfina and BetiBet both belong to Novatrix SRL, down to a single license number. BassBet, StoneVegas and BillyBets are all NovaForge Ltd. BetLabel, National and Bizzo are all TechSolutions Group N.V. Wazamba and FEZbet are both Araxio Development N.V.
Hungary names those companies in a public register of blocked addresses, which is how I found them. The full ownership table is here, covering all thirty six casinos I review.
Casinos by Category
Once you accept that there is no German permit behind any of these, the four filters that remain are the ones that decide whether an account is worth opening.
Casinos by Country
The rules change at the border, and so does the list of casinos that will take you. These are the other markets I cover in the same depth.

The stake rules change what a session costs, not what the game pays. These guides cover the returns, the rules and where to try a game without funding anything.
The Slots I Have Scored 7 or Higher
A German license decides who may take your deposit and under what rules. It does not reach inside the reels. Every figure in the table below came from a game’s own rules screen or from the studio page behind it, not from a database.
| Slot | Published return | My score | Full review |
|---|---|---|---|
| Big Bass Bonanza | 96.71% | 8 / 10 | Read the review |
| Dead or Alive 2 | 96.80% | 7 / 10 | Read the review |
| Razor Shark | 96.70% | 7 / 10 | Read the review |
| Eye of Horus | 96.31% | 7 / 10 | Read the review |
| Immortal Romance II | 96.30% | 7 / 10 | Read the review |
| Starburst | 96.09% | 7 / 10 | Read the review |
| Duck Hunters | 96.05% | 7 / 10 | Read the review |
| Gonzo’s Quest | 95.97% | 7 / 10 | Read the review |
| Book of Dead | 96.21% down to 84.18% | 7 / 10 | Read the review |
Each score averages four published criteria. Read the last row carefully. One title can carry five different returns, from 96.21 percent down to 84.18, and the operator decides which build you open.
Scores below seven are published as well, and those reviews spell out what went wrong. The whole list lives on my slot reviews page, where every game also has a free demo.
FAQ About Online Casinos in Germany
Is online gambling legal in Germany?
Yes, under a state permit. The Interstate Treaty of 2021 created one framework for the whole country and the joint regulator in Halle issues the permits. The law regulates operators, not the person playing, and nothing on this page is legal advice.
How many of these casinos hold a German permit?
None of them. A permit puts the operator on the regulator’s whitelist and obliges it to say so on its own homepage. Every casino in the table is licensed somewhere else, usually Curaçao or Anjouan, and the fourth column only tells you whether its terms let a German player register.
How do I check a German permit myself?
Open the whitelist, published under section 9 paragraph 8 of the Interstate Treaty and last updated on 2 October 2026, and search the brand. A permitted site also has to name the permit and the authority that issued it on its front page, so a site that does neither is answering the question for you.
How much can I deposit at a German licensed casino?
One thousand euros per calendar month, counted across every licensed operator rather than at each one separately. The regulator’s own word for it is anbieterübergreifend. Five accounts share the same thousand euros, and opening a sixth does not reset it.
Why is the stake capped at one euro per spin?
Because that is the default the Treaty sets for virtual slot machine games. A provider may offer three euros to players aged 21 and over, and five euros after 90 days the operator judges unproblematic. No player is entitled to an increase, and the staged rule runs until 31 December 2027.
Can I raise my deposit limit above 1,000 euros?
Only with documents. The regulator wants verifiable proof of your economic capacity, says plainly that a self declaration is not enough, and blocks any increase where there are signs of addiction. Ten thousand a month is possible, and above that, to a ceiling of 30,000, only for one percent of a provider’s active players.
What do I give up at a casino without a German permit?
The protections, in one piece. No shared deposit file, no one euro cap, no national self exclusion, and no German authority to escalate to. You keep the bigger bonus and the bigger stake, and you carry the risk that goes with them.
Are NetEnt games available to German players?
Yes, and that is worth knowing because they are not available everywhere. Playfina blocks NetEnt in nineteen markets, Italy and Spain among them, and Germany is on neither that list nor CasinoChan’s. The same studio that an Italian account cannot open works on a German one.
Who do I complain to if a payout stalls?
Not the German regulator, because it supervises its own permit holders and these operators are not among them. You are left with the casino’s complaints procedure and the licensing authority in its footer. The verified license page shows which of those numbers I actually found in a public register.
How often do you re-check these terms?
Whenever an operator changes them and whenever I update the review behind a row. The excluded country lists for BassBet, Spinanga, StoneVegas, BillyBets, Wazamba, Fezbet, Asino, Playfina, CasinoChan and the SafeCasino group were read on 15 and 16 October 2026.
Who Wrote This

I came to this from finance, which is probably why I read a casino the way I read a contract. The marketing sits on the homepage, and the clause that decides whether you get paid sits twelve pages down.
I am responsible for everything published here. Every score carries my name, whether or not I wrote the review it appears in. If you find a figure that no longer holds, write to me.
18+. Gambling can be addictive. Every score on this page comes from a full review on this site, built from the operator’s own terms and from public license registers, and each review carries the date it was last checked. Bonus terms change, so read the current version inside your account before you deposit. If gambling has stopped being entertainment, free and confidential help is available in Slovenia through NIJZ.
