WinRolla Casino scores 4 out of 10 with me. Its terms and conditions run to roughly 263,000 characters across nineteen sections, and in all of that the casino never once says who it is.
I read the whole document. There is no company name, no registration number, no address, no license and no regulator anywhere in it. Clause 1.4 defines the word Company as, and this is the full definition, the company operating the Website. The footer says nothing more. The result is a long, detailed, carefully drafted contract between you and nobody in particular.
| What I scored | Score | Why |
|---|---|---|
| Game selection | 8 / 10 | A large multi-studio lobby with live casino, jackpots, a sportsbook, a providers page and a gamified layer of VIP levels, challenges, tournaments and a shop |
| Payouts and support | 4 / 10 | The mildest rollover rule I have found anywhere, at one times the deposit, set against a €500 daily ceiling on a new account and a VIP level that can be cut if you withdraw more than you pay in |
| Bonus value | 3 / 10 | The published wagering contribution table is the most detailed on this site, but the welcome offer appears as three different figures across the operator’s own pages and the multiple is not in the terms |
| Terms fairness | 2 / 10 | No company, no license and no regulator in 263,000 characters of contract, an applicable law clause that names no law, and an inactivity fee the casino may change without notice |
Average 4.25, rounded to 4. This is not a thin operation. It is a thorough one that will not sign its own paperwork.
A Contract With No Counterparty
The terms are version 1.12, last updated 19 August 2026. They cover nineteen sections, from account verification to the betting rules for individual sports. Somebody put real work into them.
I searched the full text for every word a licensed operator normally prints. Here is what came back.
| Searched the full terms for | Found |
|---|---|
| A license or license number | Nothing, apart from the words driving licence in an identity check |
| A regulator | Nothing |
| A company name | Nothing |
| A registration number | Nothing |
| A registered address | Nothing |
| Which country’s law applies | Nothing. Clause 14.1 says disputes are settled in accordance with the applicable Law, and stops there |
Clause 14.1 is worth reading twice, because it is the entire applicable law and jurisdiction section. Disputes are to be settled in accordance with the applicable Law. It does not say which law. It does not name a country, a court or an arbitrator. In a contract, that clause does close to no work at all.
The footer is no help either. It carries the age notice and the copyright line and nothing else. Word for word, it is the same footer I found on another casino reviewed here that also names no operator, which tells you these sites share a platform rather than a conscience.
The Costa Rica Question
The casino databases fill the gap on WinRolla’s behalf and say the license is Costa Rican and the company is Luxinero Group. Neither name appears anywhere on the website or in its terms, so there is nothing on the operator’s side to compare that against.
It would not help much if there were. Costa Rica does not license online gambling. What companies there obtain is a municipal data processing permit attached to an ordinary corporate registration, which authorises a business to run data processing from local premises and conveys no gambling authorisation and no supervision. There is no gambling regulator and no licensee register, so a Costa Rica license is not a thing anyone can look up.
To be fair to WinRolla, it never claims one. The site says nothing about a license at all. That is more honest than printing a license number nobody can verify, and it is still the worst possible answer to the only question that matters before you deposit.
What the Contract Does Say, and Some of It Is Good
Here is the part that surprised me. Once you get past the missing identity, the document is more specific and more player readable than most casinos manage.
The rollover rule is the mildest I have found. Clause 6.8 sets the minimum rollover before a withdrawal at one times the deposit. Bet your deposit once and you are clear. Compare that with the three and five times rules I have documented at other casinos here, where the same clause ties up your own unbonused money for thousands of euros of play. The catch is the penalty: fall short and WinRolla reserves the right to cancel all winnings and keep ten percent of the last deposit, with a floor of fifty cents.
The withdrawal ladder is published in full. Clause 6.11 sets out five VIP levels with the limits for each, in every supported currency.
| VIP level | Per transaction | Per day | Per month |
|---|---|---|---|
| 1, where you start | €500 | €500 | €7,000 |
| 2 | €1,000 | €2,000 | €25,000 |
| 3 | €1,000 | €3,000 | €30,000 |
| 4 | €1,500 | €4,000 | €50,000 |
| 5 | €1,700 | €5,000 | €75,000 |
The databases list WinRolla at €500 per transaction, €500 a day and €7,000 a month and leave it there. That is only level one. The ceiling at the top is €75,000 a month, which is the highest monthly limit I have recorded on this site.
Then clause 6.12 explains how you move between levels, and this is the part to understand before you get comfortable. Your level is set by your activity over the previous ninety days and can change depending on the ratio of deposits to withdrawals and the bonuses you have taken. In plain terms, withdraw more than you deposit and the ladder can move under you. Clause 6.13 also caps you at three pending withdrawals at a time.
The Clause I Would Change First
An account with no login for 180 days becomes inactive and is charged €5 a month until the balance reaches zero. Six months of grace is reasonable and five euros is the going rate on this site.
What follows it is not. The same clause says the casino has the right to change the monthly administrative fee at its own discretion without notice. Every other dormancy clause I have read here either fixes the amount or promises a warning email. This one reserves the right to raise the charge on a balance you are not watching, and to tell you nothing.
What You Can Actually Play
| Section | What is there |
|---|---|
| Studios | Listed at more than 60, among them Evolution, Playtech, NetEnt, Hacksaw, Big Time Gaming, Relax, Yggdrasil, Quickspin, Novomatic, Red Tiger, Playson and Betsoft, with a dedicated providers page on the site |
| Lobbies | Top, new, popular, exclusive, slots and all games |
| Live casino | Yes, with its own roulette, blackjack and game show sections |
| Jackpots | Yes, a dedicated hot jackpots section |
| Sportsbook | Yes, with its own betting rules and per sport regulations in the terms |
| Gamified layer | VIP levels, challenges, tournaments and a shop, each with its own page and an annex in the terms |
| Crypto | Bitcoin, Bitcoin Cash, Ethereum, Litecoin, Tether, USD Coin, Ripple, Dogecoin and Cardano listed |
| Support | 24/7 live chat, cs@winrolla.com for questions and complaints@winrolla.com for formal complaints |
One practical warning about the games. Clauses 7.7 to 7.10 publish, in full, which games count towards wagering and which do not. Slots, scratch cards and keno count 100 percent. Live games, video poker and Plinko count 10 percent. Table and card games count nothing. Jackpot slots and Slingo cannot be played with bonus funds at all, and there is a separate list of prohibited games you cannot touch while a bonus is active.
That level of disclosure is the best on this site and I want to give credit for it. It also means the lists are long, so if you take a bonus, read them before you choose a game rather than after.
The Welcome Bonus Nobody Can Pin Down
This is where WinRolla gets confusing in a way that has nothing to do with licensing.
| Where I looked | What the welcome offer says |
|---|---|
| Homepage banner, package | 300% up to €8,000 and 300 free spins |
| Homepage banner, first deposit | 100% up to €500 |
| Listing data for this site | €7,500 and 225 free spins across the package, 100% up to €1,000 and 100 free spins on the first deposit |
Three versions of the same offer, two of them on the same page. The general terms do not resolve it, because clause 7.6 says only that every bonus carries a wagering requirement and that the multiplier is listed on the page for each promotion. The promotion pages themselves kept bouncing me between mirror domains while I was checking, so I could not pin the number down.
The honest summary is this. A first deposit match of 100 percent with 100 free spins is what the offer looks like at the entry point, the package headline is somewhere between €7,500 and €8,000, and the wagering multiple is not published anywhere I could reach. Read the figure on the promotion page in your own account before you accept it, because the one you saw on the way in may not be the one you get.
| The bonus in numbers | WinRolla Casino |
|---|---|
| The offer | 300% up to €8,000 and 300 free spins |
| Wagering | Not published before you register, and the welcome offer appears as three different figures |
| Turnover per €100 of bonus | Cannot be calculated |
| Deadline | 10 days |
Terms last checked 2026-10-21.
More on the offers themselves: which bonuses cost the least in turnover, what free spins are actually worth, and why a no deposit offer is capped hardest. For a larger deposit, read the clauses that decide a high roller bonus, and for what a casino pays once the welcome offer is gone, reload and cashback.
Where You Can and Cannot Play
Clause 2.3 publishes the excluded countries in full, which many casinos here do not. Residents of thirty five jurisdictions cannot open an account or fund one, among them the United States, the United Kingdom, Sweden, Denmark, the Netherlands, Romania, Bulgaria, Estonia, Lithuania, Cyprus, Malta, Israel, Russia, Belarus and Ukraine, along with Curacao itself.
Slovenia is not on that list. A separate rule, clause 7.5, bars residents of Armenia, Tunisia, Bosnia and Herzegovina, Indonesia, Georgia and Malaysia from promotions specifically rather than from the casino.
Clause 2.2 is the standard offshore disclaimer and it is worth quoting the sense of it. The casino gives no assurance that your use of the site is legal, and puts it on you to check your own country’s law before you open an account and every time you use it afterwards. Combined with an applicable law clause that names no law, you are being asked to take responsibility for a legal position the casino will not describe.
Playing From Slovenia
Slovenian is one of the fourteen interface languages the listings record, and Slovenia is not excluded. Euros are supported, so there is no conversion.
Beyond that I have to be straight with you about what I could not check. The site moved me between numbered mirror domains while I was reading it, and on one of those mirrors the interface was serving untranslated placeholder text rather than finished copy. Support is listed in English. If you play here from Slovenia, expect an English conversation when something goes wrong.
What I Could Not Verify
WinRolla blocks search engines from its rules, privacy policy, cookie policy, FAQ, contact page, responsible gaming page, payments page, help centre and about page. I read the terms in a browser instead, which is why this review is as detailed as it is, but the cashier page stayed out of reach.
| Listed by the databases | Claim | Checked |
|---|---|---|
| Deposit fees | None | Not verified |
| Withdrawal fees | None | Not verified. The terms do set a 10 percent charge if you withdraw below the rollover |
| Pending time | 1 to 5 days | Not verified |
| E-wallets | 0 to 24 hours | Not verified |
| Cards | 1 to 5 days | Not verified |
| Bank transfers | 3 to 7 days | Not verified |
| Weekend cashouts | No | Not verified |
| Established | 2025 | Not verified |
| Company and license | Luxinero Group, Costa Rica | Contradicted by silence. Neither appears on the site or in the terms |
Who This Is For
If what matters to you is playing without a bonus and cashing out in sensible amounts, WinRolla is better set up for that than most casinos on this list. One times rollover means your own money is not held hostage, the limit ladder is published, the complaints procedure has an actual committee and a ten day deadline, and the games are plentiful.
If what matters to you is knowing who holds your money and which law governs the account, do not open one. That question has no answer here, and no amount of good drafting elsewhere in the contract substitutes for it.
If you do play, keep deposits modest, withdraw at a pace that does not outrun what you pay in, never leave a balance in a dormant account, and treat the bonus figure in your own account as the only one that counts.
My Verdict
Four out of ten.
I have reviewed casinos that publish nothing and casinos that publish everything. WinRolla is the strangest case I have come across: it publishes almost everything except itself. The wagering contribution table, the excluded country list, the VIP limit ladder and the complaints procedure are all more detailed than I expected, and more detailed than several better scoring casinos manage.
Then you reach clause 1.4, where the Company is defined as the company operating the Website, and clause 14.1, where disputes are settled under the applicable Law, and you realise that the whole careful document rests on nothing. If a dispute ever went past the complaints committee, you would not know who to name or which court to name them in.
A casino that writes this much and still will not write its own name has made a choice. The score reflects the choice, not the drafting.
FAQ About WinRolla Casino
Is WinRolla Casino legit?
I cannot tell you, and the reason is the finding. I read the full terms and conditions, version 1.12, roughly 263,000 characters across nineteen sections, and there is no company name, no registration number, no address, no license and no regulator anywhere in them. The footer adds nothing. There is no claim to check and nothing to check it against.
Who owns WinRolla Casino, and what license does it have?
None is published. The databases attribute a Costa Rica license, and the site itself claims nothing. It would be hard to verify either way, because Costa Rica does not license online gambling. What companies obtain there is a municipal data processing permit, which carries no gambling authorisation, no supervision and no public register. The site never says. Clause 1.4 defines the Company as the company operating the Website and leaves it there. Casino databases name Luxinero Group, but that name appears nowhere on the website or in its terms, so there is no operator statement to confirm it.
Which law governs a dispute with WinRolla, and how do I complain?
Clause 14.1 is the whole of the applicable law and jurisdiction section, and it says disputes are settled in accordance with the applicable Law. It names no country, no court and no arbitrator. For a contract, that is close to saying nothing. Email cs@winrolla.com first, then send a written complaint to complaints@winrolla.com with your username, registered name, the dates involved and a detailed summary. An internal Complaints Resolution Committee reviews it and the terms promise an answer within ten days. There is no external body to escalate to, because no regulator is named.
Do I have to wager my deposit before withdrawing at WinRolla?
Yes, but only once. Clause 6.8 sets the minimum rollover at one times the deposit, which is the mildest rule of this kind I have found. If you withdraw before meeting it, WinRolla reserves the right to cancel all winnings and keep ten percent of your last deposit, with a minimum of fifty cents.
What are the WinRolla withdrawal limits, and how many withdrawals can I have pending?
They depend on your VIP level, and clause 6.11 publishes the whole ladder. A new account sits at level one with €500 per transaction, €500 a day and €7,000 a month. Level five reaches €1,700, €5,000 and €75,000. The listings that quote only the level one figures are showing you the floor, not the range. Three. Clause 6.13 caps a customer at three pending withdrawal requests at any one time, which matters at level one where a single transaction is capped at €500.
How do I move up a WinRolla VIP level?
Clause 6.12 says your level is set by your activity over the previous ninety days and can change depending on the ratio of deposits to withdrawals and the bonuses you have received. That cuts both ways: withdrawing more than you deposit can move you back down, and your limits with you.
What is the WinRolla welcome bonus?
That depends which page you read, which is itself the problem. The homepage advertises a package of 300 percent up to €8,000 with 300 free spins in one banner and a first deposit bonus of 100 percent up to €500 in another, while the listing data for this site records €7,500 with 225 free spins and a first deposit of 100 percent up to €1,000 with 100 free spins. Read the figure inside your own account before accepting it.
What is the wagering requirement at WinRolla, and which games count toward it?
It is not in the general terms. Clause 7.6 says every bonus carries one and that the multiplier is published on the page for each individual promotion. The casino does publish how games contribute, which is more than most manage, but the headline multiple for the welcome offer is not available before you register. Clauses 7.7 to 7.10 set it out in full. Slots, scratch cards and keno count 100 percent. Live games, video poker and Plinko count 10 percent. Table and card games count nothing. Jackpot slots and Slingo games cannot be played with bonus funds, and a separate list of prohibited games cannot be played at all while a bonus is active.
Does WinRolla charge an inactivity fee?
Yes. An account with no login for 180 days becomes inactive and is charged €5 a month until the balance reaches zero. The clause also gives the casino the right to change that monthly fee at its own discretion without notice, which is the part I would object to rather than the six months or the five euros.
Which countries are blocked at WinRolla?
Clause 2.3 lists thirty five excluded jurisdictions, including the United States, the United Kingdom, Sweden, Denmark, the Netherlands, Romania, Bulgaria, Estonia, Lithuania, Cyprus, Malta, Israel, Russia, Belarus, Ukraine and Curacao. Slovenia is not among them. A separate rule bars six more countries from promotions rather than from the casino.
Who Wrote This

I came to this from finance, which is probably why I read a casino the way I read a contract. The marketing sits on the homepage, and the clause that decides whether you get paid sits twelve pages down.
I am responsible for everything published here. Every score carries my name, whether or not I wrote the review it appears in. If you find a figure that no longer holds, write to me.
18+. Gambling can be addictive. Everything on this page comes from WinRolla’s own general terms and conditions, version 1.12 dated 19 August 2026, read in full, together with its homepage, footer and robots file, all checked on 14 October 2026. Figures attributed to the casino databases are marked as unverified in the text. The statement that Costa Rica issues no online gambling license and keeps no licensee register is drawn from published license verification research, not from the operator. Bonus terms change, so read the current version inside your account before you deposit. If gambling has stopped being entertainment, free and confidential help is available in Slovenia through NIJZ.
