How I weigh this.<\/strong> Each of the four counts the same, which gives 3.75 and rounds to 4. Cadoola finishes level with Buran, and for opposite reasons. What I am saying, and what I am not.<\/strong> I am not telling you Cadoola is unlicensed. A register can lag, and a holder can run domains it has not listed. I am telling you that two regulators were named, that both publish searchable lists, that I searched both for the domain and the company, and that all four searches came back empty. Buran, which I scored the same, at least had its operator in one of these registers. Cadoola has neither.<\/p><\/div>\n\n\n\n

There is one more thing I cannot reconcile. Section 2.3 of Cadoola’s own terms lists Estonia among the countries whose residents may not open an account. A casino licensed by the Estonian Tax and Customs Board that will not accept Estonians is a combination I have not met before, and I have no explanation for it.<\/p>\n\n\n\n
